Integrated Communities Manager

This job description is provided to assist the jobholder to know what his/her main duties are. It may be amended from time to time without change to the level of responsibility appropriate to the grade of the post.

Job Title: Integrated Communities Project Manager
Contract type: 10 Month Contract – with possibility to extend subject to further funding.
Responsible To: ‘Roma in the Lead’ Manager
Location: TBA - office bases are currently Medway, Whitstable and Ashford
Job Purpose:To project manage the delivery of the Integrated Communities project
Hours: Part Time. Minimum 2 days per week. Days and hours to be discussed with flexibility required.
Annual salary: £30,000 (pro rata) Mileage at 40p per mile
Annual leave: 25 days per annum, plus Bank Holidays (pro rata)

About the role

The EU has criticised many member states including the UK on the lack of Roma integration strategy and policies to address the inequalities Roma face in the areas of discrimination, housing, healthcare, education and employment. Red Zebra has developed the Integrated Communities project to try and redress this balance by introducing Roma families to Early Years provision and other services that statistics show they do not engage with. By working with Roma specifically we are more broadly working with the aim of supporting people coming from outside the UK, wishing to settle lawfully in this country, to be able to play a full part in our society and to make the most of the economic and social opportunities available to them. This exciting project is being funded by the Ministry of Housing, Communities and Local Government.


Project Aim

A large number of projects consult groups but we believe the best way forward is to have people in charge and control of their own destiny. The Project Manager will work effectively with our Roma in the Lead team many of whom are from the Roma community to truly represent community and individual needs, and address how they can improve trust and access to services, thus building stronger more resilient communities. The overarching aim is to facilitate/provide access to early year’s provision for Roma families who may not, for whatever reason, access early years support and play group/nursery opportunities. The long term ideal is to see more families accessing services and children being prepared for school years in an integrated society.

Key Responsibilities:

A: Delivery
• Develop, maintain and manage clear links and foster a culture of trust within the Roma Community
• Look at best practice on a local, national and European level
• Deliver training, presentations and attend events as a Public speaker in formal or informal settings
• Management of development officers, including 1-2-1’s, Personal Development Reviews and supporting their ongoing personal development
• Promote the benefits of the project to other key areas in Kent
• Review and monitor all Data Protection and data sharing protocols
• Understand and manage the project budget, expenses and invoices – working closely with the Finance Manager and CEO, to hit all key milestones
• Be a key team player to support other members of the SMT at Red Zebra


B: FUNDING, MONITORING, REPORTING AND EVALUATION

• Write progress, management, and evaluation reports and liaise and report to the Steering Group
• Monitor and evaluate the effectiveness of the service against agreed targets
• Maintain systems to keep accurate records relating to the delivery of the project
• Ensure strict GDPR protocols are managed and enforced
• Identifying funding streams and applying for suitable funds.
• Secure additional and/or match funding to make this project extend beyond the life of the project and to be sustainable

C: EXTERNAL PARTNERS AND COMMUNICATION

• Attend all necessary strategic meetings and network with organisations, charities, statutory authorities and other appropriate agencies to increase the network and take-up of support to engage with the Roma Community
• Creating Strategic Partnerships with Kent Police, Kent Fire and Rescue, Health, County and District Councils and any other statutory organisations to improve trust and develop clear pathways to access to services
• Work with health professionals to deliver feedback mechanisms about barriers to accessing services
• Develop a comprehensive wide knowledge of support services in the community to meet different needs including; social isolation, long term health conditions, wellbeing, housing, unemployment, welfare benefits.
• Set up and coordinate special events and outreach events in the community locations
• Recognise people’s needs for different methods of communication and respond accordingly
• Develop an overarching Communications and Marketing strategy




D: ADDITIONAL RESPONSIBILITIES

• Adhere to Red Zebra’s policies and procedures at all times including Equality and Diversity, Health and Safety, Confidentiality, Lone Working and Safeguarding
• Ensure that the Integrated Communities Project services reflect the vision, mission and val-ues of Red Zebra
• Assume responsibility for producing own correspondence, performing and maintaining ad-ministrative tasks
• Undertake any other additional tasks as reasonably deemed by the finance manager and CEO

• The role is subject to an enhanced DBS check
