Housing Management Officer (Maidstone)

Job context

Pathways to Independence is a charity providing accommodation and support to people who have experienced homelessness and may have multiple complex needs, enabling them to develop independent and fulfilled lives. The charity seeks to work to the highest professional standards and personal integrity and requires its staff to act accordingly.
Your primary role will be carrying out property management tasks including health and safety inspections across Pathways’ accommodation in Maidstone, reporting of maintenance issues & liaising with the Maintenance Technician and contractors to undertake, swift and high-quality repairs, whilst ensuring value for money.

You will share responsibility for signing up new clients to their tenancies and the recording, monitoring and collection of rent and service charges from our residents and assist with housing benefit applications.

As a member of the housing management team you will be expected to provide an efficient and responsive service to our clients at all times, working closely with other staff and management. You will be expected to travel to Medway on occasion to assist with Housing Management tasks at our services there.


Duties and Responsibilities

• To ensure that the properties are maintained to a good standard. Carry out regular general inspections, ensure communal areas are clean and tidy, assessing need for repair and redecoration, and make arrangements for routine maintenance, liaising with the Maintenance Technician and external contractors as required.
• Regular Health & Safety inspections (incl. fire drills and inspections), and risk assessments and ensuring that health and safety and fire regulations/policies are adhered to. Respond efficiently to both urgent & routine health and safety matters and/or prioritise other urgent housing management functions as directed by the Senior Housing Management Officer or the senior management team.
• Reporting breakages/damage/wear and tear promptly making arrangements for renewals and replacement of equipment as necessary (with line management approval and within budget capacity),
• To ensure that all properties meet the contractual agreements with landlords and housing associations
• Regular liaison with landlords including Housing Associations
• To arrange Move In dates for prospective residents through liaison with Support staff, aiming to minimise void levels at all times through cleaning and preparing empty rooms promptly when empty in preparation for a new resident
• To prepare and issue Licence Agreements/Assured Shorthold Tenancies and complete move in paperwork ensuring clients fully understand their rights and responsibilities as well as the consequences of not complying with the terms of their residence/tenure.
• Assist with the rent and service charge income management on In-Form as required including setting up new tenancy records, closing tenancy records, producing reports etc
• Collect and record payments of rent and personal service charges on In-Form, including deduction consents.
• Assist in the monitoring of arrears and set up rent repayment plans as directed by the Senior Housing Management Officer
• Keep regular and accurate records of income and expenditure i.e. petty cash records.
• Proactively ensure Housing Benefit is claimed and received for each resident and monitor changes in benefit entitlement, liaising with Support Coaches, other members of the Housing Management team, the Income Benefit Manager and DWP officers, and as necessary.
• To ensure safeguarding concerns are recognised and reported under the Pathways safeguarding policy and procedures ensuring the Support Coach is aware of concerns.
• Be proactive in matters of suspected safeguarding and comply with the Safeguarding Policy at all times.
• To assist in issuing Warnings (or other reprimand) on direction from Support Coaches.
• To assist in the serving of Notices of Termination/Notices to Quit to residents/tenants who have breached the terms of their licences/tenancies, on direction from senior management.
• Participate in out of hours’ emergency response for all services, through On Call Rota.
• Adhere to the Equality and Diversity Policy at all times.
• Ensure that the Health and Safety Policy is followed and take action in case of accidents or injury of residents, completing accident and incident reports promptly.
• To always act in accordance with the policies and procedures of Pathways to Independence, to report any enhancements or amendments that may be needed to management.
• Participate actively in induction, supervision, training and reflective practice sessions, to build and maintain personal and professional resilience.
• Contribute positively to good team relationships and continuous improvement of services.
• Maintain confidentiality in line with organisational policy in respect to residents, staff and business sensitive information.
• Comply with Data Protection Regulations and Pathways polices at all times.
• To undertake other duties that may reasonably be required of a staff member, as directed by management.

Person Specification
Qualifications, Skills and Experience
Essential
• Proven experience of property management.
• Good knowledge of issues affecting vulnerable adults.
• Good Knowledge of Health and Safety in an accommodation setting
• Knowledge of supported housing and/or houses in multiple occupation.
• Experience of managing external contractors and the quality of their work
• Good knowledge of safeguarding and a commitment to reporting safeguarding concerns in line with company policy.
• Good understanding of fairness, equality and diversity and how to apply on day-to-day basis.
• Proficient use of Microsoft Office software and IT systems.
• Strong written and verbal communication skills including writing formal emails and letters internally and externally.
• A full UK Driving License and daily use of a car is essential, (subject to the provisions of the Disability Discrimination Act 1995).

Desirable
• A relevant Health and Safety qualification would be advantageous.
• Use of client databases, such as In-Form and IT software packages such as Publisher and
