TITLE OF POST: Project Scheme Manager
REPORTING TO: Head of Projects and Safeguarding
HOURS OF WORK: 40 hours (Full Time)
SALARY: £28k - £32k (depending on experience)
PLACE OF WORK: Thanet (Margate)
Responsible for: Managing a staff team supporting vulnerable individuals within a bespoke housing scheme for rough sleepers.
Job purpose: To work with and support clients to improve their health and wellbeing, skills and overcome barriers so they are able to successfully move on to independent living.
Following 3 successful years of Thanet District Council’s funding for the government’s Housing First initiative on rough sleeping, we are continuing to provide housing schemes to help and support rough sleepers.
Paramount Independent Property Services deliver the project in collaboration with a wider multiagency involvement headed under the ‘Rough sleeper Intervention, Support and Empowerment’ (RISE). RISE was set up to address health and wellbeing issues, as well as housing needs, as these can often be barriers for rough sleepers when trying to find and keep accommodation. The service offers one-to-one support to people, to enable them to utilise the opportunity presented by having their own secure accommodation, to make the changes they wish to make to improve the quality of their lives and not return to sleeping rough.
A detailed understanding of homelessness and the impact on the lives of individuals, which is based either on your own personal experience of being homeless or professional work or voluntary experience is essential for this role.
This role will participate and manage a 24-hour 7-day on-call wider staffing in the building to provide emergency advice and support to service users as required in a purpose-built scheme.
The ideal person for this role would need to have:
a) An ability to work independently using own initiative whilst remaining accountable to line management and communicating effectively as part of a team.
b) Experience of working with complex individuals, with entrenched rough street sleeping behaviours, as well as potential substance misuse and/or mental health issues.
c) An understanding of the importance of supportive relationships and fulfilling lives, and especially sustainable work in developing resilience and preventing homelessness.
d) Excellent written and verbal communication skills with the potential to present information to a wide audience.
e) The ability to establish good working relationships with service users, colleagues, other stakeholders externally and to work well within a team.
f) A mature and thoughtful and proactive approach to the implementation of equal opportunities and management of diversity.
g) An understanding of, and adherence to legislation, procedures, policies and good practice guidelines relevant to the role
h) Ability to provide positive line management, which looks to develop skills and support staff wellbeing.
i) Ability to provide statistics of outcomes from client’s engagement and achievements within the scheme using the software system used by the wider partners (Inform)
j) Provide monthly reports to senior management.
Duties
1. To use a ‘strengths and needs’ assessment to jointly assess with clients their aspirations, identify individual goals and support needs to achieve them.
2. To draw up appropriate support and action plans using regular individualised reviews and to monitor progress
3. To liaise and work with colleagues in other agencies including Mental Health, Forward Trust,
4. Act as the link between people and the range of services and interventions that are required to deliver individual outcomes and overall service aims.
5. Ensure the scheme environment is safe, secure and of a high standard, including light cleaning duties recording any maintenance issues identified.
6. Completing one-to-one professional development with staff members
7. Managing rotas over a 7-day week / 12-hour shift
